Where internet access is least affordable

  • In the Central African Republic, the cheapest internet plan costs 26.7% of Gross National Income per capita, the highest share globally, with an internet adoption rate of just 15.5%

  • Venezuela and Cuba face extremely high costs relative to income (20.6% and 18.6% of GNI per capita, respectively), yet have moderate-to-high adoption rates at 61.6% and 71.3%, suggesting citizens prioritize connectivity despite economic strain

  • In contrast, countries like Chad and Central African Republic have both high costs and low adoption, reinforcing systemic barriers

  • Sub-Saharan Africa dominates the list of least affordable countries to have internet access, with 9 of 19 entries, including Chad (8.4% GNI, 13.2% adoption), Niger (8.3% GNI, 23.2% adoption), and Malawi (8.8% GNI, 18% adoption)

  • South Sudan and Burundi face severe affordability barriers (13.2% and 10.4% of GNI per capita) paired with very low adoption rates of 15.7% and 12.5%

  • Oceania has significant affordability issues, as Papua New Guinea (11.8% GNI) and the Solomon Islands (9.9% GNI)

  • Honduras shows a rare positive: despite internet plans costing 7.1% of GNI per capita, adoption is relatively high at 65.8%

  • In 14 of 19 countries, internet plans cost over 8% of GNI per capita, far above the UN’s “affordability target” of 2%
